Leaders will understand how ESL can be explicitly taught by identifying the language features that can be made visible within content/context in order to support teachers in providing Tier 1 bilingual services. They will create an EL PD plan that supports and creates opportunities for teachers to collaboratively plan ESL lessons for the new school year
